RFP—Existing Multifamily Implementation Services

Energy Trust of Oregon seeks a program implementation contractor to deliver its multifamily offer, which provides financial incentives, services and technical expertise to assist owners and managers of multifamily properties. The contract will cover Energy Trust's Oregon and Southwest Washington service areas. The multifamily offer is currently delivered through Energy Trust's Existing Buildings program and is being rebid as a separate RFP (Existing Multifamily Program Delivery Contractor - PDC) as part of restructuring the Existing Buildings contract into three distinct RFPs: Existing Buildings Program Management Contractor (PMC), Existing Multifamily Program Delivery Contractor (PDC), and Commercial Energy Performance Management PDC. The selected contractor will deliver the multifamily program including customer outreach, incentive administration, and technical expertise. This solicitation includes a minimum spend requirement as part of Energy Trust's inclusive procurement policy: at least 20% of the total contract value (minus incentives) must be subcontracted to one or more certified subcontractors. Energy Trust recognizes certifications from Oregon Certification for Business Inclusion and Diversity (COBID), the Small Business Administration (SBA), and other verified entities including the upcoming Oregon Small Business Enterprise (pending).
