RFP for 2028-2030 EEP Plan Support

Cape Light Compact JPE, on behalf of the Massachusetts Program Administrators (PAs) under Mass Save®, seeks a third-party consultant to support the Plan Review Committee in developing the 2028-2030 Three-Year Energy Efficiency Plan. The consultant will assist in creating detailed planning timelines, developing guidance documents and templates, organizing and facilitating planning offsites, managing proposal refinement processes, coordinating plan drafting activities, and ensuring consistency across multiple drafting teams and regulatory requirements.

Key deliverables include: a detailed planning timeline (due early October 2026), planning guidance with template decks and checklists (early October 2026), organization and facilitation of one to two-day planning offsites (early November 2026), refined proposals ready for PA Leads review (October-November 2026), chapter outlines (due mid-November 2026), draft narrative chapters (due mid-December 2026), and a final draft plan ready for submission to the Energy Efficiency Advisory Council (EEAC) by March 31, 2027. The consultant will also manage EEAC feedback incorporation with a response due around August 14, 2027, and coordinate final plan sign-off by PA Leads by October 25, 2027.

The consultant will work with multiple management committees (Residential, Commercial & Industrial, Evaluation), coordinate across sector-based working groups, develop cross-cutting integration checklists addressing performance incentives and benefit-cost ratios, and ensure consistent terminology and formatting throughout the plan. The engagement requires coordination with PA Leads for conceptual and final sign-off, integration of vendor feedback, and potential testimony support related to the submitted plan. The consultant must attend regular team calls with initial cadence of bi-weekly meetings, potentially increasing to daily as deadlines approach.
