RFP for Advanced Metering Infrastucture (AMI) Solution Procurement

Greenville Utilities Commission (GUC) is soliciting competitive proposals from qualified vendors to provide a comprehensive Advanced Metering Infrastructure (AMI) solution. The project involves replacing GUC's existing Automated Meter Reading (AMR) systems and manual meter reading processes with a state-of-the-art AMI system that will modernize electric, gas, and water metering operations across the utility's service territory in Greenville, North Carolina.

The successful vendor shall serve as Prime Vendor and deliver a fully integrated, turnkey AMI solution including: AMI network infrastructure design and installation; AMI headend system supply and implementation; AMI managed services with minimum five-year term; AMI endpoints (electric meters, water and gas communication modules); load control solution; data analytics solution; system configuration, testing and commissioning; and project management, training, and technical support services. The solution must integrate with GUC's existing systems including Oracle CCS (Customer Cloud Service), ESRI ArcGIS GIS, Cityworks work management system, and Schneider Electric OMS.

GUC is evaluating two implementation options. Option 1 involves an 8-year phased deployment (FY26 through FY34) where GUC self-performs meter installations. Option 2 proposes a 5-year phased deployment (FY26 through FY31) with the vendor responsible for all installation activities. The project scope includes deployment of approximately 73,401 electric meters, 42,357 water communication endpoints, and 25,514 gas communication endpoints across GUC's service territory covering electric, water, gas, and wastewater services to nearly 175,000 customer connections. The Technology Implementation Phase (pilot) is anticipated to last 9-12 months with deployment of approximately 500 electric meters, 250 water meters, and 250 gas meters for proof of concept and validation.

Key dates include RFP publication on August 15, 2025, non-mandatory pre-proposal conference on August 20, 2025 at 10:00 EST via Microsoft Teams, written questions deadline of August 25, 2025, RFP acknowledgement form due September 1, 2025, and proposal submission deadline of September 26, 2025 at 2:00 PM EST. Evaluation will occur through Phase 2 Assessment (scoring proposals), Phase 3 Negotiations (contract development), and will include shortlisted vendor demonstrations, reference checks, and best and final offer (BAFO) submissions with scoring allocation of 50% technical proposal, 10% cost proposal, 5% demonstrations, 15% reference checks, and 20% BAFO.
