Greenville Utilities Commission (GUC) requests proposals for comprehensive gas leak detection and atmospheric corrosion survey services for the GUC natural gas distribution system. The survey scope encompasses approximately 760 miles of distribution main and 510 miles of commercial, industrial, and domestic services. The project will be conducted over three years, divided into five survey sections: two sections in Year 1 (2026, Zones 3&4 - 314.8 miles of main, 185.12 miles of services, 8,986 risers), one section in Year 2 (2027, Zone 5 - 117.6 miles of main, 8.90 miles of services, 5,487 risers), and two sections in Year 3 (2028, Zones 1&2 - 317.7 miles of main, 219.3 miles of services, 11,773 risers).
Survey personnel must use compatible tablets or devices with wireless cellular service to complete fieldwork, with data submission via ArcGIS Portal software provided by GUC. Work progress will be tracked using GPS location-based workflow. Proposers must submit detailed information including survey procedures and methods, summary of recently completed projects, leak survey devices to be used, tablet specifications, anticipated work hours per section, hourly pricing for leak survey technicians, daily pricing estimates, and personnel qualifications in accordance with Title 49 CFR Part 192. All employees involved with natural gas system work must participate in an anti-drug/drug testing program compliant with 49 CFR 199 and 49 CFR Part 40, with proof of participation required for at least 12 months.
Key dates include proposal receipt deadline of January 15, 2026 at 11:00 am EST, contract award by January 29, 2026, and survey commencement in March of each respective year. Proposers may also submit alternate proposals for Advanced Mobile Leak Detection (AMLD) methodology, which utilizes vehicular-based detection with methane/ethane sensors, sonic anemometer, GPS systems, and real-time cloud-based processing. AMLD proposals are optional.
Evaluation criteria include quality of references from past customers, quality of approach and methodology demonstrating understanding of requirements, quality and relevance of vendor staff experience, vendor response time for services, and overall cost. GUC reserves the right to reject all proposals and is not obligated to accept the lowest cost proposal. The contract will be awarded to the most responsible and responsive vendor whose evaluation indicates best interest to GUC.
