RFP—In-Home Energy Services Process Evaluation

Energy Trust of Oregon, a nonprofit organization overseeing energy efficiency programs for utility customers, has issued this Request for Proposals (RFP) to conduct a process evaluation of its In-Home Energy Services program. The program, launched in August 2024, provides free on-site home energy assessments, project oversight, and instant incentives to low-to-moderate income customers in detached single-family homes, manufactured homes, and owner-occupied small multifamily properties. Initially operating in Clackamas and Jackson counties, the program has expanded to Jefferson, Crook, and Deschutes counties, with plans to serve 1,000 participants in 2026. The evaluation objectives are organized around three areas: Offer Design and Implementation, Customer Experience, and Scaling. Key tasks include reviewing program documents, conducting a kick-off meeting, developing a work plan, conducting staff interviews with 13 Energy Trust and program management contractor staff, interviewing 4-6 peer organizations running similar programs, interviewing a proposed number of customers (with an incentive plan), interviewing 17 trade allies, and producing a final report with recommendations. Deliverables include interview guides, sampling plans, monthly status reports, a draft and final evaluation report, and a presentation for a public webinar. The contractor will manage all aspects of the project, including regular check-ins with Energy Trust staff and weekly updates during data collection.

The RFP schedule includes key dates: RFP issued July 15, 2026; intent to bid and questions due July 29, 2026; clarifications posted August 5, 2026; and proposals due August 14, 2026 at 5:00 PM Pacific. Proposals must be submitted via email to Gemma DiMatteo at gemma.dimatteo@energytrust.org in PDF format. The anticipated budget for this evaluation is approximately $150,000, with a not-to-exceed time-and-materials contract. The contract award is expected within four weeks of the proposal deadline, with a project kick-off within two weeks thereafter. The draft evaluation report is due by March 31, 2027, with the final report due within two weeks of receiving comments.

Proposal requirements include firm qualifications (up to 4 pages), staffing and subcontracting plan (2 pages), technical proposal (10 pages), inclusive procurement policy information (1 page), proposed schedule (1 page), detailed budget (2 pages), diversity, equity, and inclusion experience (2 pages), and data security and confidentiality (1 page). Appendices should include a work product example, resumes of key team members, insurance coverage information, conflict of interest disclosure, and a signed representations page. Evaluation criteria include technical proposal, qualifications, commitment to diversity, proposed budget, inclusive procurement policy eligibility, DEI responses, data security, and work product example. Energy Trust encourages participation from certified small and disadvantaged businesses.
