RFP - Rumrill Blvd. Complete Street, Environmental Assessment Consulting Services

The City of San Pablo requests a qualified consultant or consultant team to prepare required environmental reports and assessments for CEQA and NEPA clearance for the Rumrill Boulevard Complete Streets Project. The project will improve approximately 2 miles of Rumrill Boulevard in the City of San Pablo, extending from San Pablo Avenue to the San Pablo city limits (Project Number: RUM-CST, ATPL-5303 (017)).

San Pablo is a small, mostly residential city located in West Contra Costa County with a population of approximately 30,000 and an area of approximately 2.5 square miles. The city has a diverse ethnic makeup with household income levels below Bay Area averages. The project area is served by Contra Costa Community College, Helms Middle School, and five elementary schools. Major waterways including San Pablo Creek, Wildcat Creek, and Rheem Creek cross through the city, along with Interstate 80. Major arterial streets include San Pablo Avenue, San Pablo Dam Road, El Portal, Rumrill Boulevard, and 23rd Street.

Proposers must prepare comprehensive environmental documentation necessary for CEQA and NEPA compliance.
