ERCOT is soliciting proposals for a modern Oracle Database Platform to replace aging infrastructure across three facilities: TCC1 (Taylor, Development and Test), TCC3 (Taylor, Production), and BCC1 (Bastrop, Production plus Development and Test). The platform must deliver reliability, high availability, scalability, and supportability for Oracle workloads through 2033.

The solution should include hardware, software, integrated systems, and professional services necessary to install, configure, secure, migrate, and stabilize the environment. ERCOT has no preset preference among traditional converged systems, integrated systems, or Oracle Engineered Systems. Respondents should propose the architecture they consider the best fit and highlight its differentiators. The selected platform will support Oracle Database 19c, 26ai, and future versions, with next-generation RAC and non-RAC infrastructure replacing hardware at or beyond end of useful life.

Professional services are required across planning, execution, and stabilization phases, including pre-engineering (architecture validation, capacity sizing, workload characterization, RAC and non-RAC design), staff augmentation (installation and integration, database migration, operations readiness, resident engineering, ongoing patching and health checks), and training (Oracle DBA certification and platform-specific training).

Key dates include respondent questions due by June 17, 2026, responses to questions sent by June 24, 2026, and proposals due July 15, 2026. Respondent presentations are scheduled for the week of July 27, 2026, with Proof-of-Concept activities occurring from September 1 through December 31, 2026. The contract award date and start date are to be determined. Proposal submissions are managed through Workday Strategic Sourcing (WSS) platform.
