RFP Soliciation No. 2026-03-R394 SmartValves Project Station Service 2 and Physical Security System

This Request for Proposal solicits qualified contractors to perform Station Service #2 and Physical Security System work for VT Transco's PV20 SmartValve Project located at 586 Bear Trap Road, Milton, Vermont. The project is issued by Vermont Electric Power Company (VELCO), headquartered at 366 Pinnacle Ridge Road, Rutland, Vermont 05701.

The scope of work encompasses the design, construction, and implementation of station service equipment and physical security systems as part of the PV20 SmartValve infrastructure project. All proposals must comply with the Build America Buy America Act (BABAA) requirements and only certified vendors are eligible.

Proposals will be evaluated on a best-value basis considering both price (weighted greater than 50%) and non-price factors (cumulatively weighted less than 50%). Key evaluation criteria include Technical Approach and Suitability to Perform the Work, Past Performance and Safety record, Contract Terms Acceptance, and Price. All responsible sources are eligible to submit timely responses for consideration.
