Vermont Electric Power Company (VELCO) is seeking qualified contractors for below grade construction work associated with the PV20 SmartValve project. The scope of work encompasses all below grade construction, concrete foundations and structures, below grade conduit and trench systems, 115kV steel pole foundations and anchors as required, site grading and drainage, substation yard surfacing, ground grid installation, fencing, right-of-way (ROW) access gate installation, substation construction access, ROW construction access, construction support area development, site restoration, and all other work as specified in the RFP attachments.

This project is funded in whole or in part by the United States Department of Energy (DOE), and all contractors must comply with applicable DOE Flowdown Provisions as referenced in the solicitation. The contract will be awarded to the responsible bidder whose proposal represents the best value to VT Transco, evaluated on both price (weighted greater than 50%) and non-price factors (cumulatively less than 50%), including technical approach and suitability to perform the work, past performance and safety record, contract terms acceptance, and overall pricing.

Bids will be accepted from all responsible sources and must be timely received and conform to all material terms and conditions of the solicitation. The Build America Buy America Act (BABAA) certification is applicable and required for this project.
