RFP - Utility Network Migration

Lincoln Electric System (LES) is seeking a qualified vendor to provide a comprehensive migration of its current Geometric Network (GN) GIS data model and editing environment to a fully functioning production Esri Utility Network (UN) data model. The project encompasses migration services for both LES's Electric Distribution and Fiber networks.

The successful bidder will be responsible for the complete technical migration of the existing GIS infrastructure to the new Utility Network platform. This is a complex data transformation project requiring expertise in GIS systems, Esri technology, and utility network architectures.

Key requirements and deliverables include: completion of the LES Standard Services/Consulting Contract; provision of proof of insurance with specified coverage from an insurance company licensed to do business in Nebraska and rated at least B+ by A.M. Best, with LES listed as additional insured for general liability and including waiver of subrogation; completion of LES Form F790 (Confidentiality & Security Agreement); and completion of LES Form 51 (Equal Employment Opportunity Compliance). The winning bidder will be required to complete LB1300 certification.

Important dates include: the bid becomes available on May 6, 2026 at 2:30 PM CST; the clarification deadline is June 5, 2026 at 4:00 PM CST; and proposals are due by June 30, 2026 at 2:00 PM CST.
