Energy Trust of Oregon is requesting proposals to perform a comprehensive baseline assessment to inform upcoming workforce development activities and investments. The assessment will characterize the existing web of resources, actors, and trends within the energy efficiency, renewable energy, and customer-sited distribution system industries within Energy Trust's service territory. The research will identify workforce development industry stakeholders, available resources for contractors and businesses, workforce development gaps and needs, and contractor/business approaches to pursuing workforce development. The project will be conducted in a modular fashion corresponding to seven business sectors: (1) Existing residential and small multifamily energy efficiency, (2) New residential and small multifamily energy efficiency, (3) Solar and energy resilience, (4) Existing commercial and large multifamily energy efficiency, (5) New commercial and large multifamily energy efficiency, (6) Industrial energy efficiency, and (7) Agriculture energy efficiency. The assessment will include a literature review of the workforce development ecosystem, interviews with Energy Trust staff (23-30 interviews), interviews with contractors and businesses across all modules, module workshops with Energy Trust staff to co-develop recommendations, and comprehensive reporting with findings and recommendations for each module and an overall final report.
