RFQ - Contractors Seeking to Bid on Anaheim's High Voltage Electric Facilities Work 2026-2031

Anaheim Public Utilities Department is issuing a Request for Qualifications to invite contractors to become prequalified to perform high-voltage electric facilities work for a five-year contract period (2026-2031). This is a prequalification RFQ not tied to a specific project, but rather designed to establish a roster of qualified contractors and execute master service agreements for future as-needed work. Interested contractors may seek prequalification under one or more of three service categories: (1) Transmission work at 69 kV, (2) Distribution work up to 15 kV including fiber optics and street lighting, and (3) Substation work. The selected respondents will be responsible for performing services in accordance with performance requirements outlined in the attached prequalification questionnaire.

Key dates include a Q&A deadline of February 13, 2026 and a proposal submission deadline of February 26, 2026 at 10:00 PM Pacific Time. Following identification of successful respondents, Anaheim will negotiate master service agreements that must substantially conform to the ProForma Master Contract Agreement included with this solicitation. The resulting agreements will take effect upon mutual execution after securing necessary approvals from the City's approving bodies.

This solicitation is subject to California skilled and trained workforce requirements as set forth in Public Contract Code sections 2601 through 2603, where legally applicable. Successful contractors and their subcontractors at every tier must comply with these requirements and submit monthly documentation demonstrating compliance during performance of applicable work. The solicitation includes comprehensive prequalification questionnaires, conflict of interest forms, and multiple appendices addressing qualifications, experience, safety records, and other performance-related criteria.
