RFQ for C-PACE Appraisers

The Connecticut Green Bank seeks qualifications from qualified Commercial Property Appraisers to conduct 'as-is' and 'as-complete' appraisals of select properties applying for Commercial Property Assessed Clean Energy (C-PACE) financing. Appraisers will evaluate commercial and industrial properties undergoing energy efficiency and renewable energy improvements. The appraised values are vital for the Green Bank and coinvestor's underwriting purposes, specifically for calculating Loan to Value ratios where value for C-PACE-financed improvements can be included in property value. Scope includes appraisals of non-residential properties, multifamily residential properties (5 or more units), and commercial properties owned by not-for-profit organizations. Appraisers will be engaged on an as-needed basis and occasionally through a bid process to appraise a variety of commercial properties. Required qualifications include evidence of Certified General Real Property Appraisal licensure from Connecticut or home state with reciprocal/temporary license eligibility, three professional references, descriptions and examples of commercial property appraisal experience, examples of market segments and property types appraised (particularly in Connecticut), evidence of regulatory compliance, and completion of an Appraiser Experience Checklist. Preferred qualifications include experience appraising properties with energy efficient and clean energy features, coursework in sustainable building valuation, experience with C-PACE financing programs, relevant professional credentials (LEED, ENERGY STAR, HERS, BEMP, BPI), and descriptions of additional relevant experience and training.
