The Greenville Utilities Commission (GUC), a regional provider of electric, water, sewer, and natural gas services, is requesting consultant assistance to modernize its current Emergency Management Plan (EMP). The project encompasses a comprehensive assessment of GUC's existing emergency response capabilities and development of an updated plan incorporating the all-hazards response model and incident command system (ICS) to address regulatory requirements.
Key project objectives include assessing existing comprehensive and departmental plans, documents, policies, and procedures; evaluating current vulnerabilities and risk weighting formulas; preparing findings reports related to the Emergency Management Plan; developing an implementation plan to transition to the all-hazards model with ICS integration; and identifying or enabling training and implementation tools for the new Emergency Response Plan.
Proposals will be evaluated based on project approach (30 points), including expected resources, documentation, analysis tools, and proposed meetings or training; consultant capabilities and previous experience on comparable projects (25 points); past performance record on utility contracts (25 points); location and availability of key personnel (10 points); and capacity to perform work timely with a proposed project timeline (10 points). The selected consultant will proceed through contract negotiations with GUC before receiving notice to proceed.
