RFQ for Engineering Services for Natural Gas Preliminary Engineering Report for the Pitt County North Megasite Development

Greenville Utilities Commission (GUC) seeks Statements of Qualifications from Engineering Firms to provide a comprehensive Preliminary Engineering Report (PER) that will serve as the foundation document for planning, design, and applications for funding the necessary natural gas infrastructure to support the Pitt County North Megasite development.

The scope of work includes conducting a comprehensive site investigation to gather information on existing utility infrastructure; reviewing existing GUC location maps and identifying the location and sizing of all existing GUC natural gas mains and delivery points; utilizing existing GUC Synergi Gas by DNV models to evaluate available capacities; estimating immediate and projected future natural gas usage for potential Megasite tenants; developing projections for peak and average demands over the planning horizon; identifying and evaluating several options for extending and upgrading existing natural gas infrastructure; developing potential routes and required capacities for recommended utility infrastructure improvements; and preparing preliminary construction cost estimates focused on Phase I improvements.

Key dates include the Question and Answer deadline of May 13, 2026; submittal deadline of June 4, 2026 at 3:00 PM EDT; staff screening completion by June 12, 2026; potential interviews scheduled for June 16-17, 2026; and contract execution anticipated on or about July 13, 2026. Deliverables include a Draft Preliminary Engineering Report due May 2027 and a Final Preliminary Engineering Report due October 2027.

The Megasite property is situated at Latitude: 35.7128 degrees North, Longitude: 77.4017 degrees West, approximately seven miles north of the City of Greenville, North Carolina. The consultant's design team should be familiar with infrastructure work in Pitt County and well-versed in large-scale gas infrastructure construction in the region. All firms submitting must be duly licensed to practice engineering in the State of North Carolina.
