RFQ for Professional Engineering Services Related to the Water Service Due Diligence Preliminary Engineering Report of the Pitt County Megasite North Development

Greenville Utilities Commission (GUC) is seeking professional engineering services to conduct due diligence and prepare a Preliminary Engineering Report (PER) for providing water service to the Pitt County Megasite North development. The Pitt County Megasite North comprises over 8,300 acres in northern Pitt County, North Carolina, with approximately 3,300 acres designated as having potential for a 1,000+ acre industrial megasite that was rezoned industrial in July 2025.

The scope of work includes conducting a comprehensive site investigation and survey of existing utility infrastructure; analyzing existing water distribution system infrastructure including reviewing GUC location maps, identifying existing water mains, and evaluating available system capacities including treatment plant capabilities; estimating immediate and projected future water consumption for potential megasite tenants with demand projections over the planning horizon considering both Phase I and Phase II development; identifying and evaluating multiple alternatives for extending and upgrading infrastructure to reliably meet projected demands; and developing preliminary design and cost estimates for recommended improvements including water main extensions and required equipment assets.

The consultant must identify State and Federal regulatory requirements and permitting processes, prepare all required grant compliance documentation, and provide a draft PER due in May 2027 followed by a final PER incorporating stakeholder feedback due in October 2027. The consultant's design team should be familiar with infrastructure work in Pitt County and experienced in large-scale water infrastructure construction in the region. The final deliverable will serve as the foundational document for planning, design, and applications for funding of necessary water infrastructure to support industrial development.

Key dates include deadline for questions by May 26, 2026 at 5:00 pm EDT; submittal deadline of June 9, 2026 at 2:00 pm EDT; GUC staff response by June 12, 2026; potential interviews June 16-17, 2026; firm selection and notification by July 13, 2026; draft PER due May 2027; and final PER due October 2027.
