RFQ—In-Home Energy Services (IES)

Energy Trust of Oregon is seeking qualified HVAC, water heating, and weatherization contractors to participate in its In-Home Energy Services (IES) Program. The program is designed to ease access for underserved customers to comprehensive home energy retrofit projects that deliver substantial energy savings. Energy Trust will provide eligible customers with no-cost home energy assessments that result in upgrade recommendations. Energy Trust will coordinate installation by requesting bids from prequalified participating contractors and facilitating customer approval. Participating contractors will be selected on an alternating basis based on availability and services offered, with Energy Trust providing incentives to help offset or eliminate customer out-of-pocket costs.

For the Spring 2026 RFQ cycle, the program is seeking contractors operating in Deschutes, Crook, and Jefferson Counties in Oregon. A limited number of participating contractors (approximately 2-3 per service type per region) will be selected from this RFQ. Contractors must be available to serve customers of Portland General Electric, Pacific Power, NW Natural, and Cascade Natural Gas, including rural areas and Tribal communities. Selected contractors must complete mandatory program training, enter into a written participation agreement with Energy Trust, and adhere to all program participation criteria.

Participating contractors will be responsible for reviewing project recommendations, scheduling site visits with customers, submitting scopes of work and bids, and completing projects within six weeks of customer approval. All work must comply with Energy Trust Specification Manual standards and is subject to Work Quality Verification inspections. Contractors must hold relevant active licenses and certifications, maintain appropriate insurance coverage, offer warranties on installations, and respond to customer bid requests within specified timeframes (bid walkthrough within 48 business hours of request, completion within 10 business days, bid submission within 3 business days of walkthrough).

The RFQ application submission period runs from May 20 through June 3, 2026. Energy Trust will review submissions and contact respondents within 30 business days from receipt of a complete submission for an informational interview. Written inquiries must be received by Tuesday, May 26, 2026 at 5:00 pm, with responses posted by June 1, 2026. Submissions must be made electronically via the Online RFQ Application or emailed to InHome@energytrust.org.
