RFQ—Renewable Energy Consultants (Hydropower, Biopower, Microgrid)

Energy Trust of Oregon is seeking responses from professional services firms with expertise in renewable energy and energy resilience consulting. The RFQ solicits qualified consultants specializing in hydropower, biopower, and microgrid project design, verification, and financial and technical evaluation. Specific areas of expertise sought include distributed renewable energy project interconnection and engineering; microgrid development for locational energy resilience including solar; community solar and small generator project interconnection and engineering; utility impact studies and interconnection analysis; and solar plus storage feasibility assessments. A pool of multiple qualified consultants will be selected to support Energy Trust's renewable energy programs on an ongoing basis through umbrella task order contracts.

Energy Trust actively supports renewable energy project development with incentives for projects in Oregon that deliver power to or net-meter with Portland General Electric or Pacific Power. The organization currently supports renewable generation projects under 20 megawatt nameplate capacity including biopower, hydropower, and solar. Individual consulting tasks are expected to range from $5,000 to $25,000 depending on scope and timeframe. Selected consultants will operate under umbrella task order contracts with terms not exceeding two years, containing provisions regarding confidentiality, indemnity, insurance, and intellectual property rights.

Key dates include: RFQ posting May 26, 2026; deadline for questions June 2, 2026; answers posted June 9, 2026; submission deadline June 26, 2026 at 5:00 PM PT; announcement of selected respondents July 10, 2026; and anticipated contracting July 24, 2026. Possible contract tasks fall into three categories: project design and development expertise; project proposal review assistance including financial analysis and technology assessment; and technology-specific market analysis support. Respondents should be located in the Pacific Northwest region when possible to minimize travel expenses.
