RFQ/RFP-26-101 Request for Qualification, Request for Proposals for Electrical Services at Redwood Coast Airport Microgrid

Redwood Coast Energy Authority (RCEA) is seeking a qualified C-10 electrical contractor to provide ongoing electrical maintenance and repair services for the Redwood Coast Airport Microgrid (RCAM) located at 3561 Boeing Ave, McKinleyville, CA. The microgrid consists of a 2.2 MW DC solar array DC-coupled with a 2.3 MW/8.87 MWh lithium-ion battery energy storage system (BESS) and a 300 kW AC behind-the-meter solar array. The selected contractor will enter into a 5-year agreement on a time and materials basis, performing routine preventive maintenance, corrective repairs, and emergency services as directed by RCEA. The contract is subject to California prevailing wage requirements and public works compliance.

The scope of services includes five primary tasks expected within the first contract year: DC/AC home run wiring inspection with infrared imaging; inspection and maintenance of electrical enclosures (DC combiners, converters, switchgear, SCADA cabinets); torque testing and re-torquing of all electrical connections; quarterly and annual lead-acid battery maintenance (four visits per year); and replacement of damaged solar modules (approximately 150 modules total, with 20% replaced each year). Additional services that may be requested include racking system inspection, transformer dissolved gas analysis, AC/DC string performance testing, DC home run wire management, ground fault diagnosis, inverter maintenance, and solar module visual and infrared inspection. The key equipment at the site includes Tesla Megapack battery units, Longi 430W solar modules, Dynapower DPS-500 DC-DC converters, and CPS inverters.

Proposals will be evaluated on four criteria: qualifications and experience (20%), response time commitments for routine and emergency calls (10%), willingness to accept RCEA's standard agreement terms (10%), and cost (60%), which includes hourly labor rates (routine, overtime, holiday/weekend, emergency) and fixed fee estimates for primary services for budgeting purposes. Respondents must hold a valid C-10 electrical contractor license, be registered with the California Department of Industrial Relations for public works, and provide three references.
