RFQ—Solar Verifiers

Energy Trust of Oregon, a nonprofit organization selected and overseen by the Oregon Public Utility Commission, is seeking qualifications from respondents to create a pool of qualified verifiers for the Solar Program. The Solar Program provides cash incentives to customers of Pacific Power and Portland General Electric for the installation of qualified solar electric (photovoltaic) systems and solar + storage installations. Selected verifiers will provide design review and verification services to ensure that solar + storage electric systems receiving Energy Trust incentives comply with the Solar Program's Installation Requirements.

Verifiers may be assigned tasks including expert evaluation and review of solar electric and solar + storage project designs, expert evaluation of remote verification reports using SiteCapture, onsite verification of completed installations with photo documentation, dedicated administrative staff for timely communication, consulting time for solar trade ally support with at least three hours per week of open office hours, technical consulting for Solar Program support, and participation in twice-weekly coordination meetings. Design reviews are expected to take approximately 30 minutes for residential systems and 45 minutes for nonresidential systems, with results due within three business days. Remote verification report reviews should be completed within eight business days. Onsite verifications must be completed within two weeks of inspection request and reported within five business days of the site visit.

Selected verifiers will be independent contractors compensated either at hourly rates or per-project rates depending on work category (Coordination, Administration and Customer Support; Consultation and Management; or Design Review and Verification). Reasonable pre-approved expenses will also be compensated. Contracts will have a term not longer than two years. While Energy Trust anticipates distribution of assignments based on contract performance, verifier location, technical expertise, experience, and availability, no guarantee of task assignments or funding is provided. Multiple verifiers may be selected for the pool.

Submissions will be accepted on an ongoing basis through July 22, 2026, with respondents to be contacted by August 12, 2026. Questions and requests for clarification must be submitted by July 6, 2026, with answers posted by July 14, 2026.
