RFQ for consultant services to develop an objective and independent assessment of cost savings and efficiency improvement opportunities in the operating activities of LIPA's Service Company. The work includes quantification of opportunities anchored to existing financial statements. Major operating activities to be examined include: asset management (corrective and preventive maintenance), workforce planning and scheduling, storm response costs, major project management, major contract management, IT and OT costs, procurement and supply chain management, and organizational design review. Work is organized in a two-stage approach: Stage 1 involves initial comprehensive opportunity assessment and quantification; Stage 2 options include deepening findings, expanding investigation scope, or developing implementation approaches. Proposers should provide team qualifications, examples of relevant prior work (with firm/client names redacted if appropriate), preliminary work plan, and cost quote. Subcontractors are acceptable if the proposer lacks full resources. Project timeline should be included with completion target of February 28, 2025. LIPA plans to begin work in mid-October 2024.
