Safety Training

The City of Pasadena is seeking qualified vendors to provide comprehensive safety training and instruction services to multiple city departments, with a primary focus on the Water and Power Utilities Division. This solicitation encompasses monthly safety and training services for Water and Power Utility operations across all divisional units, as well as periodic safety training for Public Works, Parks, and Recreation and Community Services departments.

The scope of work includes designing and delivering safety training programs tailored to the specific needs of utility operations, field personnel, and administrative staff. Training delivery must be instructor-led and classroom-based, covering topics relevant to municipal utility operations, public works safety, parks maintenance, and recreation services. The vendor is expected to work closely with the Safety Coordinator and departmental management to align training schedules with operational requirements and employee availability. A detailed Water and Power training schedule is provided in the RFP attachments (Attachment K) outlining specific training needs and timing.

Proposals must include detailed relevant experience forms (Attachment H) demonstrating prior success in delivering safety training to municipal or utility operations. Vendors must comply with all federal contract provisions, HUD requirements, and City of Pasadena procurement standards. Insurance requirements for professional services are outlined in Attachment J, with minimum coverage levels specified for professional liability and general liability. All required forms and certifications must be submitted, including conflict of interest disclosures, disqualification disclosures, legal status declarations, and non-collusion certifications.

Key dates include a Q&A deadline of June 29, 2023 at 22:00 UTC and a final proposal submission deadline of July 10, 2023 at 22:00 UTC. Evaluation criteria will assess vendor qualifications, relevant experience with municipal and utility safety training, pricing competitiveness, insurance compliance, and adherence to all submittal requirements and city standards.
