SCADA Network Upgrade

The Palmdale Water District is seeking qualified vendors to upgrade its existing Supervisory Control and Data Acquisition (SCADA) and Operational Technology (OT) network infrastructure. This comprehensive upgrade project is based on a SCADA Master Planning initiative completed in August 2023, which established a four-phase approach to modernize the existing system to a state-of-the-art platform designed to serve operational needs for the next 25 years. Phase 1 (engineering design of a new SCADA network using microwave technology) has been completed.

This RFP solicits proposals for Phase 2 (New SCADA Network Implementation), Phase 3 (SCADA Server Virtualization), and Phase 4 (SCADAPack Upgrade and SCADA Standardization), along with personnel training and continued maintenance and support of the implemented system. The District operates a water distribution system serving approximately 126,000 residents in Palmdale and surrounding areas, with about 27,000 customer connections. The SCADA system currently monitors and controls multiple critical facilities including a 35 MGD surface water treatment plant (Leslie O. Carter Water Treatment Plant), 24 active groundwater wells, an 8-zone pressure distribution system, 14 booster stations, 1 reservoir site, 20 storage tank sites, and 1 interconnection point.

Key dates include a pre-proposal meeting on May 20, 2025 at 5:00 PM, a questions and answers deadline of May 22, 2025 at 11:00 PM, and a proposal submission deadline of June 12, 2025 at 9:00 PM. The contract will be structured as a professional services agreement with specified compensation and performance schedules. All proposals must comply with District requirements for insurance, indemnification, non-discrimination, and confidentiality obligations as outlined in the accompanying professional services contract and non-disclosure agreement.
