The Southern California Public Power Authority (SCPPA) is soliciting competitive proposals for Electric Vehicle Charging Station Back Office Network Management and Support Services on behalf of its Member utilities. The requested services include back office network management and support for charging station infrastructure that operates under open protocol standards.
Key requirements include: charging station agnostic compatibility with AC and DC stations; compatibility with Open Charge Point Protocol (OCPP) 2.0.1 and Open Charge Point Interface (OCPI) 2.2.1; ability to view live charging session data including power dispensed, energy dispensed, and charging duration; real-time charging station status monitoring; PCI DSS compliance for payment processing; credit card payment acceptance; dynamic pricing capabilities per kWh with time-of-day and station-specific variations; overstay fee management with customizable parameters; comprehensive reporting in Excel format including energy consumption, charging sessions, revenue, and greenhouse gas savings; electric load management across multiple stations; fleet management capabilities with dedicated pricing and station assignment; multiple administrative user support; and desired Low Carbon Fuel Standards (LCFS) reporting capabilities for California.
The proposal timeline includes clarification questions due February 21, 2025, with responses provided by February 24, 2025. The submission deadline is March 7, 2025, at 5:00 PM PDT. Proposals will be reviewed March 10-14, 2025, with interviews potentially scheduled in March. Selection of respondent(s) for negotiation is targeted for March 2025, with Notice of Intent to Award expected in March-April 2025.
Respondents must submit one electronic copy via email to EVbackofficeRFP@scppa.org, with an optional hard copy submission to SCPPA's Glendora office. Proposals must include transmittal letter with work understanding and commitment statement, respondent information, detailed description addressing all areas of interest, comprehensive fee structure including network setup and annual renewal fees, project team and experience documentation, qualifications and references, conflict of interest disclosure, and exceptions to the Master Professional Services Agreement. The selected respondent will be subject to SCPPA's standard Master Professional Services Agreement terms and conditions.
