SCPPA Linden Wind Power Project WEC Maintenance Agreement RFP 2025

The Southern California Public Power Authority (SCPPA) is soliciting competitive proposals for Operations and Maintenance (O&M) services for Wind Energy Converters (WECs) at the Linden Wind Energy Project, a 50-Megawatt facility consisting of 25 2-MW REpower MM92 turbines located in Klickitat County, Washington, approximately 5 miles from Goldendale.

Respondents must meet minimum qualifications including experience working on REpower/Senvion MM92 WECs and demonstrated experience servicing and maintaining wind facilities of at least 50MW in size. The scope encompasses three primary areas: Scheduled Maintenance including periodic operational checks, crane services, and regular preventive maintenance in accordance with OEM documents and industry norms; Proactive Maintenance with strategies to extend operational life and efficiency, including component-level replacements and Production Tax Credit (PTC) eligibility strategies with a timeline requiring inspection, evaluation, and commencement of improvements by July 4, 2026; and Other Services including additional repairs, software updates, and improvements to maintain WECs per industry standards. Proposals must address NERC PRC-029 compliance, particularly Requirement R6 enforcement beginning May 2026, which mandates documentation for hardware exemptions.

Key staffing and operational requirements include on-site technicians and supervisory personnel during normal business hours (5 days, 40 hours per week), with availability for outside-hours support when necessary. The contractor must operate an existing or provide new SCADA/HMI system enabling 24/7 monitoring, remote and on-site fault clearing, and operational data processing. Additional responsibilities encompass work clearance procedures and lockout-tagout compliance, hazardous materials management, spare parts inventory maintenance, employee training, outage coordination, and comprehensive performance reporting including monthly performance reports, daily event summaries, service order reports, and annual site condition reports.

Proposals must include detailed pricing for three pay structure options: fixed fee for all services, fixed fee excluding repair services with reimbursable repair costs, or fixed fee plus proactive maintenance quotes. Proactive Maintenance quotes must specify services, projected labor hours, personnel classifications, subcontractor use, labor costs, and total costs, with preference given to fixed-fee arrangements. The RFP timeline includes a clarification questions deadline of January 9, 2026, response deadline of January 16, 2026, proposal submission deadline of January 20, 2026, proposal review on January 21, 2026, respondent selection for negotiation on January 28, 2026, and Notice of Intent to Award in February 2026.
