Summary
The Southern California Public Power Authority (SCPPA) is issuing a Request for Proposals (RFP) to qualified counterparties for firm energy exchange agreement pricing covering three wind energy projects: the Linden Wind Energy Project (50 MW), the Windy Flats/Windy Point Wind Energy Project (262 MW), and the Pebble Springs Wind Project (99 MW), totaling 411 MW of capacity. SCPPA seeks pricing to select a Seller who will receive the full hourly output of each facility at specified delivery points (BPA points such as Rock Creek and Pebble Springs POR) and, in return, deliver a firm, scheduled quantity of energy to SCPPA at the Nevada-Oregon Border (NOB) north-to-south. The delivery is structured as firm off-peak hours (Hours Ending 1-6 and 23-24, seven days per week) for all months, with a limited off-peak profile for Pebble Springs from March to October only. The transaction is intended to be energy-neutral on an annual basis, with financial settlement for any shortfall or surplus using the ICE Mid-C Off-Peak Index.
Compensation and Scenarios
Compensation to the Seller consists of a per-MWh shaping and moving fee, which is the only monetary payment for energy delivery. SCPPA retains all environmental attributes and RECs. Respondents must prepare pricing proposals for two distinct scenarios: Scenario 1 covers all three projects with an initial term of January 1, 2027 through December 31, 2029 (three years) and includes both Delivery Profile A (firm off-peak) for all projects and Delivery Profile B (limited off-peak) for Pebble Springs only. Scenario 2 covers Pebble Springs alone for a short two-month term (January 1 through February 28, 2027) plus Linden and Windy Flats for the full three-year term, with Delivery Profile A only for those two projects. Pricing must be submitted as a Shaping and Moving Fee in $/MWh for each project and profile.
Key Dates and Submission
The RFP was issued on July 20, 2026. Clarification questions are due by July 27, 2026, and SCPPA will post responses by August 3, 2026. Proposals must be submitted electronically via email to Wind_Energy_Exchange_RFP@scppa.org by no later than August 10, 2026 at 5:00 PM PDT. There will be no pre-bid conference. All communications with SCPPA during the RFP period must be directed exclusively through the specified email address; contact with SCPPA Board members, staff, or member utilities is prohibited and may result in disqualification.
Evaluation and Additional Requirements
Proposals will be evaluated on a pass/fail basis for completeness and minimum qualifications, then scored on competitive price, service offering, experience, references, and completeness. The evaluation team will recommend a selection to the SCPPA Executive Director or Board. If selected, the Respondent must comply with insurance, licensing, supplier diversity (25% SBE and 3% DVBE goals), and various City of Los Angeles ordinances including Living Wage, Equal Benefits, and Contractor Responsibility. A protest procedure is outlined with strict three-working-day deadlines following the Notice of Intent to Award.
