Respondents must prepare pricing proposals for two distinct scenarios: Scenario 1 covers all three projects with an initial term of January 1, 2027 through December 31, 2029 (three years) and includes both Delivery Profile A (firm off-peak) for all projects and Delivery Profile B (limited off-peak) for Pebble Springs only. Scenario 2 covers Pebble Springs alone for a short two-month term (January 1 through February 28, 2027) plus Linden and Windy Flats for the full three-year term, with Delivery Profile A only for those two projects. Pricing must be submitted as a Shaping and Moving Fee in $/MWh for each project and profile.

The RFP was issued on July 20, 2026. Clarification questions are due by July 27, 2026, and SCPPA will post responses by August 3, 2026. Proposals must be submitted electronically via email to Wind_Energy_Exchange_RFP@scppa.org by no later than August 10, 2026 at 5:00 PM PDT. There will be no pre-bid conference. Evaluation and Additional Requirements

Proposals will be evaluated on a pass/fail basis for completeness and minimum qualifications, then scored on competitive price, service offering, experience, references, and completeness. The evaluation team will recommend a selection to the SCPPA Executive Director or Board. If selected, the Respondent must comply with insurance, licensing, supplier diversity (25% SBE and 3% DVBE goals), and various City of Los Angeles ordinances including Living Wage, Equal Benefits, and Contractor Responsibility. A protest procedure is outlined with strict three-working-day deadlines following the Notice of Intent to Award.
