Respondents must be registered with WREGIS as a QRE and demonstrate prior experience providing QRE services for utility-scale or municipal energy projects.

Additional requirements include compliance with California prevailing wage rates, supplier diversity goals (25% SBE, 3% DVBE), insurance, living wage ordinances where applicable, and the State of California's Russia sanctions Executive Order N-6-22.
