Secondary Sedimentation Basins Upgrades Project

West County Wastewater District (WCW) is seeking qualified architecture and engineering (A&E) firms to provide design and biddable construction documents for upgrades to four (4) Secondary Sedimentation Basins at the Water Quality Resource and Recovery Plant (WQRRP). The project is located at the WCW treatment facility in Richmond, California, serving approximately 100,000 residents across the City of San Pablo, portions of the City of Richmond, portions of the City of Pinole, and unincorporated areas within western Contra Costa County.

The successful proposer will execute an agreement with an initial two (2) year base term with the option for up to three (3) additional one-year renewal terms. Proposals must be submitted through WCW's OpenGov Procurement Portal. All questions regarding the RFP must be submitted in writing through the OpenGov Portal's Question/Answer Tab. Proposals will not be accepted after the submission deadline, and incomplete or non-conforming proposals may not be considered at WCW's sole discretion.

Key dates for this solicitation include: Pre-Proposal meeting on April 23, 2024 at 5:00 PM; Questions and Answers deadline of April 25, 2024 at 9:00 PM; and Proposal submission deadline of June 4, 2024 at 9:00 PM. Supporting documentation includes reference forms, cost proposal forms, sample agreements, technical reports from Evoqua and Alisto, sample bid documents, and as-built drawings in five parts. WCW reserves the right to award all or parts of the contract to several proposers, select no proposers, and/or re-solicit proposals. Submission of a proposal constitutes a firm offer to WCW for 180 days from the submission deadline.
