Seismic Anchorage of Equipment at Brookside and Oak Knoll Substations

The City of Pasadena Water and Power Department seeks qualified vendors to install seismic anchoring systems for electrical equipment at two substations: Brookside and Oak Knoll. These facilities are part of the city's electrical distribution system that serves more than 65,000 customers throughout Pasadena. The work involves structural modifications to ensure equipment resilience and safety compliance in seismic events.

This is a Labor and Materials contract (Competitive Bidding PMC 4.08.045) issued under the solicitation number 2023-IFB-LM-773. Bidders must provide relevant experience documentation, comply with all city and federal requirements, and submit material and labor bonds as well as faithful performance bonds. The engineer's estimate will not be made available for these projects.

Key dates include: Pre-proposal conference on October 19, 2023 at 5:30 PM; Questions and Answers deadline of October 26, 2023 at 6:00 PM; and proposal submission deadline of December 7, 2023 at 7:00 PM. Submittal instructions and detailed specifications are included in the bid documents, along with structural drawings and as-built documentation for both substations.

Bidders must demonstrate relevant experience with substation work, seismic engineering, and similar electrical utility projects. All federal contract provisions and HUD requirements apply to this procurement. The selected vendor(s) will work under the Master Labor and Materials Contract framework established by the City of Pasadena.
