Small Business Energy & Water Efficiency Program

The City of Anaheim Public Utilities Department seeks proposals for the design, implementation, and management of a Small Business Energy & Water Efficiency Program. This program will provide comprehensive energy and water conservation services to small business customers within Anaheim's service territory, including energy audits, efficiency recommendations, and performance tracking.

The program scope includes developing and delivering energy efficiency services tailored to small business operations, encompassing lighting upgrades, HVAC improvements, water conservation measures, refrigeration efficiency, and control system optimization. Proposers must demonstrate capability in program design, customer engagement, technical assessments, and performance measurement. The selected contractor will work with the APU to identify eligible small businesses, conduct comprehensive energy and water audits, develop improvement recommendations, coordinate implementation activities, and track energy and water savings.

Key dates include a Q&A deadline of March 18, 2025, and a proposal submission deadline of April 8, 2025. Proposals must include detailed methodology, qualifications of project team members, references from similar program implementations, and a comprehensive pricing proposal. The evaluation process will assess technical approach, organizational capacity, relevant experience, cost-effectiveness, and alignment with City sustainability goals.

Minimum qualifications require proven experience in designing and implementing energy efficiency programs for small commercial customers, technical expertise in energy and water conservation measures, and demonstrated success in achieving measurable conservation results. Respondents must provide evidence of capability to manage customer outreach, conduct energy audits using recognized methodologies, and deliver performance verification services.
