Solar Light Pole Foundation and Installation Project

West County Water Works (WCW) seeks a contractor to construct cast-in-place concrete foundations and install nine (9) Fonroche solar light poles at WCW's Water Quality Resource Recovery Plant in Richmond, California. The project is located at an active wastewater treatment facility consisting of multiple treatment areas, lagoons, equipment zones, and internal access roads.

The contractor shall furnish all labor, materials, equipment, and supervision necessary to perform site layout and verification, utility locating, excavation, reinforced concrete foundation construction, installation and commissioning of the solar light poles, and restoration of all disturbed areas. WCW will provide specified materials as detailed in the Technical Specifications. All work must comply with approved contract documents, manufacturer specifications, and applicable public works standards. The project addresses inadequate lighting coverage in certain facility locations due to distance from utility power and site layout constraints, which creates safety risks during early morning, evening, and nighttime operations when maintenance and inspection activities occur.

Key dates include a pre-proposal meeting on June 22, 2026 at 6:00 PM, a questions and answers deadline of June 30, 2026 at 12:00 AM, and a proposal submission deadline of July 18, 2026 at 12:00 AM. Contract documents include bid form, statement of qualifications, subcontractor designation, disqualification questionnaire, non-collusion declaration, payment and performance bonds, bidder's bond, and CARB certification requirements. The project falls under CUPCCAA informal bidding procedures for projects between $75,000 and $220,000.

The solar light poles will provide durable, low-maintenance lighting solutions capable of performing in an industrial wastewater environment while minimizing ongoing energy and maintenance costs.
