Cape Light Compact JPE is soliciting information regarding various financing and/or deployment models for solar photovoltaic (PV) systems paired with battery energy storage systems (BESS) on up to 250 single-family residential properties across Cape Cod and Martha's Vineyard. The RFI seeks responses from solar and/or battery installers, financing entities, and other interested parties to inform the design of the Cape and Vineyard Electrification Offering (CVEO). The CVEO aims to provide cost-effective energy and demand savings by: 1) converting participants from electric baseboard, oil, or propane heat sources to cold climate air source heat pumps; 2) offsetting resulting increased electrical usage by installing solar PV; and 3) installing battery energy storage as a demand reduction resource and backup power source. The program targets low-income (<60% SMI) and moderate-income (61-80% AMI) customers. Low-income customers will receive heat pumps, BESS, and solar at no direct cost (100% incentive). Moderate-income customers will receive heat pumps and BESS at no cost and $5,000 toward solar PV. The RFI seeks information on: 1) how to reduce CVEO costs and bill impacts to ratepayers through understanding monetization of state and federal incentives, comparing direct ownership models (upfront incentives) versus third-party ownership models (PPA/lease); 2) alternative financing models that achieve objectives while reducing costs; 3) program design and implementation including available technologies, scale, and installation timeline. Implementation timeline: Q1 2020 start with all installations complete by Q4 2021. Two or more entities may submit combined responses. This is a non-binding RFI and no award shall be made.
