Orange County Power Authority (OCPA) is requesting proposals for three services: (1) power supply portfolio management, (2) schedule and dispatch coordinator, and (3) data management and customer call center services. Selected vendor(s) will provide these services in support of OCPA's Community Choice Aggregation (CCA) program. OCPA is currently comprised of the cities of Buena Park, Fullerton, Huntington Beach, Irvine, and Lake Forest, served by Southern California Edison (SCE). CCA service is set to begin in 2022. OCPA anticipates serving 3-5 additional cities in 2023, which may be located in SDG&E territory or split between SCE and SDG&E. Service implementation will occur in two phases: Phase 1 (April 2022) will include all non-residential accounts, and Phase 2 (October 2022) will add all residential accounts. OCPA's implementation objectives include providing lower electric generation rates than IOUs, offering a default product compliant with California state mandates, offering voluntary 50% and/or 100% renewable products at competitive rates, and including local/regional resources as much as possible.
