South Plains Electric Cooperative 2022 RFP for ERCOT Energy Products

South Plains Electric Cooperative issued a Request for Proposal for ERCOT energy products to be procured through Energy-Only Blocks and Energy-Only Fixed Load Shape Schedules. Respondents are invited to submit competitive bids for energy supply products that will be contracted via Energy Exchange International (EEI) enabling agreements. The procurement covers two primary product types: energy-only blocks evaluated independently per the evaluation form in Appendix A-1, and energy-only fixed load shape schedules as detailed in Appendix A-2.

Key dates for this solicitation include RFP issuance on November 17, 2022, with proposal submission deadline at 4:00 PM Central Time on December 7, 2022. Notification of results is to be determined, with execution of Power Supply Agreements no later than February 28, 2023. Respondents will be permitted to refresh pricing prior to final execution of agreements, and proposals will be evaluated independently allowing for execution of all deals if terms are acceptable.

The RFP specifies that only the two identified energy products will be considered; alternative products are not solicited. Load forecasting data will be provided in the form of fixed load shape information located in the password-protected confidential section of the RFP website. Non-conforming offers may be submitted but preference is given to offerings that conform to product specifics detailed in the RFP document. Settlement location is specified as SOL (Settlement Point) per ERCOT standards; proposals submitted at different locations will be evaluated as non-conforming.
