SPACER CABLE AND PARTIAL POLE REPLACEMENT

The Marblehead Municipal Light Department (MMLD) is soliciting sealed bids from qualified vendors for a Spacer Cable and Partial Pole Replacement project in Marblehead, Massachusetts. The work involves the replacement of spacer cable and selected utility poles within the MMLD service territory. The project is governed by Massachusetts General Law c.164, §56D, and c.30, §39M, and all applicable public bidding laws of the Commonwealth of Massachusetts. Vendors must comply with prevailing minimum wage rates as determined by the Commissioner of Labor and Workforce Development, as well as weekly payroll record submission requirements under M.G.L. c.149 §26 through 27D inclusive.

Proposals must be submitted via the Town of Marblehead's Procurement Portal at https://procurement.opengov.com/portal/marblehead, and bids will be accepted until August 19, 2026, at 10:00 AM. Any bids received after this deadline will not be accepted. Each bid must be accompanied by a bid deposit equal to five percent (5%) of the total bid price, in the form of a certified check, cashier's check, treasurer's check, or bid bond made payable to the Marblehead Municipal Light Department. Failure to submit the required bid deposit will result in the bid being deemed non-responsive.

The contract will be awarded to the responsive and responsible bidder whose proposal is determined to be the most advantageous to MMLD based on price and other evaluation factors as outlined in the Instructions to Bidders. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days (excluding Saturdays, Sundays, and legal holidays) after the opening of the bids. MMLD reserves the right to waive any informalities, accept or reject any or all bids in whole or in part, or take whatever action is deemed in the best interest of MMLD.
