Orange and Rockland Utilities, Inc. (O&R) is requesting proposals from qualified respondents to develop innovative non-wires alternatives (NWA) solutions that provide system reliability and load relief to the electric distribution system in the Sparkill, New York area. The Sparkill Substation serves approximately 4,400 customers across four 13.2kV distribution circuits, with a contingency affecting circuit 50-3-13 expected to exceed conductor relief rating due to forecasted load growth.
The project need focuses on reducing loading on the Sparkill substation circuit 50-3-13 through the inclusion of Distributed Energy Resources (DERs). The non-wires alternatives solution must provide specified load relief to prevent the circuit from exceeding the conductor relief rating for a period of ten years through summer 2032, with potential extension up to an additional five years if substation upgrades are delayed. The traditional solution would involve constructing a new distribution circuit tie between circuits 50-3-13 and 50-2-13; however, O&R seeks innovative DER-based alternatives including energy efficiency, demand response, distributed generation, and energy storage or combinations thereof.
Proposed solutions must satisfy capacity requirements detailed in the 24-hour peak day load curves, with a maximum requirement of 2 MW peak discharge capacity and 11 MWh total storage. The DER solution will be located along Route 9W and adjacent property between Rockland Road and the NY-NJ border. Selected respondents must demonstrate ability to develop, construct, maintain, and operate the proposed projects. Compensation structures may include upfront payments, annual payments, shared savings, performance contracts, sale agreements, lease-purchase arrangements, power purchase agreements, or tolling agreements.
Key dates include a pre-bid conference call on June 21, 2021 from 1:00 PM to 2:00 PM. The deadline to submit clarification questions is June 28, 2021. Respondents must become enabled in the O&R/Con Edison procurement system by July 6, 2021. Responses to clarification questions are due July 12, 2021. The final submission deadline for qualified respondents' proposals is July 26, 2021. All proposals must be submitted through the Company's Oracle RFQ System with no manual submissions accepted.
