Silicon Valley Clean Energy (SVCE) seeks a California law firm to provide special counsel services related to electrification policy. The selected firm will provide legal opinions and ongoing ad-hoc support to evaluate legal pathways local governments can take to require or incentivize electrification and assess risks related to these activities. Legal services will likely touch State and federal law in areas including Energy Regulation, Public Agency Ordinances, Policies, and Operations, Climate Action, Land-Use, Housing Development and Regulation, Pollution Control Law and Regulation, Grant Management, CEQA and NEPA, Fee Development and Assessment, and Risk Avoidance. The firm will be engaged on an ad-hoc project-centered basis, with some ongoing projects and others requiring quick turnaround times. SVCE desires a collaborator to assist in achieving proposed goals and provide alternative ideas if specific approaches are legally problematic. A three-year term and $100,000 maximum budget are anticipated. The selected firm must provide detailed invoicing itemizing services by task and hours provided.
