San Diego Gas & Electric Company (SDG&E) is issuing a Request for Offers (RFO) seeking contracts with facilities that produce Renewable Portfolio Standard (RPS)-eligible energy for the purpose of implementing its Disadvantaged Communities Green Tariff (DAC-GT) program. The program is designed to provide low-income households within disadvantaged communities (DACs) with the opportunity to access clean, renewable energy. The solicitation seeks DAC-GT projects classified as eligible renewable resources located within SDG&E's service territory and in communities identified as among the top 25% of communities statewide by CalEnviroScreen 3.0, or in the highest 5% of CalEnviroScreen's Pollution Burden that do not have a CalEnviroScreen Score. The overall program is designed to ensure sufficient eligible capacity is available to meet customer demand of up to 18 MW. This solicitation is not requesting bids for feed-in-tariff projects (e.g., Re-MAT, Bio-MAT), BioRAM, EcoChoice, EcoShare, Community Solar Green Tariff, or other RPS procurement activities. Projects must submit completed interconnection agreements, Phase II interconnection studies, site control documentation, site maps, resource reports, and for solar projects, full PVSyst models. The program utilizes a non-modifiable Power Purchase Agreement (PPA) structure pre-approved by the California Public Utilities Commission (CPUC).
