SPS 2025 All-Source Request for Proposals

Southwestern Public Service Company (SPS), an operating company subsidiary of Xcel Energy Inc., is issuing an All-Source Request for Proposals to secure a diverse portfolio of economic generation resources to benefit customers. This RFP seeks proposals for generation projects with proposed commercial operation dates within or before December 1, 2029, through June 1, 2032.

The solicitation evaluates multiple resource types including dispatchable resources, renewable energy (wind, solar), battery energy storage systems (BESS), and hybrid systems combining multiple technologies. SPS offers both build-transfer (BT) and power purchase agreement (PPA) models for projects. Build-transfer options are available for gas combustion turbines, solar, wind, storage, and hybrid configurations. Power purchase agreements are available for dispatchable, renewable, hybrid, and standalone storage resources.

Key schedule dates include: RFP issuance on October 10, 2025; Bidders' Conference on October 24, 2025 at 9:00 AM Central Time (both in-person at 790 S Buchanan, Amarillo, TX and online); last date for bidders to submit questions on November 25, 2025; Notice of Intent to Respond due by December 9, 2025 at 5:00 PM Central Time; last date for responses to bidder questions on December 16, 2025; self-build proposals due January 12, 2026; and all proposals due January 13, 2026 at 5:00 PM Central Time.

Proposals must be submitted electronically via the XpressDRIVE secure file upload application. Each bid package should be submitted as a single .zip file with completed bid forms in executable format, executive summaries and narrative topics in PDF format. Bidders must submit a Notice of Intent to Respond (NOIR) prior to proposal submission to receive electronic submission credentials. All communications regarding the RFP should be directed to SPSRFP2025@XcelEnergy.com with a carbon copy to the independent monitor at IM-SPS2025@acciongroup.com. The RFP includes comprehensive technical requirements, model PPAs, build-transfer term sheets, specification documents for thermal and renewable resources, and detailed submittal requirements covering design, permitting, scheduling, and project management standards.
