Hawaiian Electric Company solicits proposals for variable renewable dispatchable generation (RDG) projects on the island of Oahu. The RFP seeks innovative renewable energy solutions with dispatchable capabilities to meet the utility's clean energy goals and system needs.
Proposers must demonstrate site control for all real property required for project implementation. Site control can be satisfied through fee ownership, an existing legally enforceable lease for the PPA term, or an executed binding letter of intent or option agreement with the landowner. For government or publicly owned lands, proposers must provide a credible and viable plan with evidence of progress toward approval.
Bids must be submitted through the Power Advocate electronic procurement platform. The submission deadline is Monday, April 30, 2018, at 2:00 PM Hawaii Standard Time. All questions or concerns regarding the RFP must be submitted via the PowerAdvocate Messaging tab while the RFP event is open. The RFP includes model Power Purchase Agreements for both PV and wind renewable dispatchable generation projects. Appendix B contains step-by-step response instructions and file naming/uploading guidelines. Appendix E provides PowerAdvocate registration and user information to help proposers become familiar with the platform.
