The Stage 3 Hawaii RFP is an all-source competitive procurement for renewable energy and storage projects on Hawaii Island. Proposers must utilize the PowerAdvocate electronic procurement platform (Event 138383) for submission and must execute a Mutual Confidentiality and Non-Disclosure Agreement prior to proposal development. Study consultants are available to assist with facility modeling and analysis.
Key dates include: Proposal submission deadline of April 20, 2023 (extended from the original date via PUC Order No. 38865 on February 17, 2023). The RFP opened on November 21, 2022, with the electronic procurement platform opening December 1, 2022. Final Award Group selection occurred on December 1, 2023, with four projects selected for Hawaii Island following competitive evaluation of price and non-price factors. On December 8, 2023, Hawaiian Electric announced the final selected projects.
