Stage 3 Hawaii RFP

The Stage 3 Hawaii RFP is an all-source competitive procurement for renewable energy and storage projects on Hawaii Island. The RFP seeks proposals for generation, renewable dispatchable generation (PV + BESS, Wind + BESS), standalone energy storage, and firm generation projects to meet the island's grid needs.

Proposals must meet specified performance standards outlined in the RFP and corresponding model Power Purchase Agreements (PPAs). Projects must include detailed interconnection data, fuel supply plans (for generation facilities), and evidence of fuel procurement contracts. Generators must ensure sufficient fuel storage for at least 7-14 days of full-load operation on-site, with additional off-site storage accessible via pipeline. All proposals incorporating generation components must demonstrate fuel availability for the entire PPA term, with specific calculations provided for fuel floor requirements based on 16 hours of full-load daily operation.

Key requirements include IEEE 2800-2022 standards compliance for inverter-based resources, detailed site control documentation, environmental and permitting information, and comprehensive community engagement plans. Proposers must utilize the PowerAdvocate electronic procurement platform (Event 138383) for submission and must execute a Mutual Confidentiality and Non-Disclosure Agreement prior to proposal development. Study consultants are available to assist with facility modeling and analysis.

Key dates include: Proposal submission deadline of April 20, 2023 (extended from the original date via PUC Order No. 38865 on February 17, 2023). The RFP opened on November 21, 2022, with the electronic procurement platform opening December 1, 2022. Final Award Group selection occurred on December 1, 2023, with four projects selected for Hawaii Island following competitive evaluation of price and non-price factors. On December 8, 2023, Hawaiian Electric announced the final selected projects.
