Silicon Valley Clean Energy (SVCE), a Community Choice Energy agency, seeks qualified firms to provide lobbying services for the State of California. The selected consultant will represent SVCE's interests with the California State Legislature, the Governor, and state agencies including but not limited to the California Air Resources Board and the California Energy Commission. The scope of work includes: 1) Planning, goal setting, and strategy development to identify and adjust legislative goals and priorities based on the legislative landscape and develop advocacy strategies; 2) Advocacy in the legislature and executive branch through direct lobbying of legislators, legislative staff, and relevant state agencies, testifying in hearings, distributing committee letters and other advocacy materials, and building coalitions with stakeholders; 3) Support advocacy with key state agencies including the California Energy Commission and California Air Resources Board; 4) Bill monitoring and analysis to identify and prioritize bills relevant to SVCE's interests, tracking bill developments, and informing SVCE about relevant hearings and milestones; 5) Collaboration with California Community Choice Association (CalCCA) where interests align to maximize effectiveness of collective efforts; 6) Supporting sponsored bills should SVCE decide to sponsor a bill; and 7) General coalition development with other stakeholders to build SVCE's baseline coalition of support in Sacramento. SVCE is seeking to sign a multi-year agreement of up to three years through this RFP.
