Substation Power Transformers

The City of Pasadena Water and Power Department invites competitive bids from manufacturers and qualified suppliers for the provision of liquid immersed utility power transformers. The procurement covers four (4) transformers as part of the Fair Oaks Unit Substation project. The equipment specifications address substation-type transformers and autotransformers installed at altitudes less than 3,000 feet above sea level, with base ratings in the range of 5 to 50 MVA and high-side voltages of 69 kV and below. Key dates include a Questions and Answers deadline of September 11, 2025 at 10:00 PM (Pacific Time) and a proposal submission deadline of September 25, 2025 at 10:00 PM (Pacific Time). Bidders must comply with all City of Pasadena requirements, California prevailing wage regulations, federal contract provisions, HUD requirements, and FEMA requirements as applicable.

Submission requirements include a material and labor bond form, faithful performance bond form, declaration of non-collusion, relevant experience documentation, subcontractor listing, federal required certifications, disclosure of lobbying activities, unique entity ID verification, and a technical proposal form with detailed pricing. All bidders must demonstrate relevant experience with similar transformer procurement and installation projects and provide comprehensive technical specifications addressing the stated performance and delivery requirements.

The procurement process follows the Labor & Materials (Competitive Bidding PMC 4.08.045) template and is managed by the Power Delivery division of the Water & Power Department.
