Supplemental Skilled Welding Labor at Lakeland Electric Generation Facilities

The City of Lakeland seeks bids from qualified industrial maintenance contractors to supply skilled welders on an as-needed basis to supplement the existing workforce at generation facilities. Contract welders will be utilized during planned outages and as otherwise determined by the owner, performing journey-level, highly skilled work in the maintenance and repair of power plant equipment.

The work scope includes supplemental welding services at Lakeland Electric Generation Facilities. Welders will be classified as journeyman-level and expected to perform specialized welding tasks on power plant equipment, including tube welding and plate welding work. Contractors must demonstrate competency through qualification test procedures (plate and pipe qualification test procedures provided in attachments). Workers must meet American Welding Society (AWS) standards and comply with all safety and occupational health requirements.

Key submission dates include a questions and answers deadline of September 1, 2023 at 21:00 and a proposal submission deadline of September 8, 2023 at 18:30. Bidders must submit pricing proposals and complete all required forms including vendor questionnaires, contractor safety evaluation forms, and indemnification agreements. Multiple attachment documents outline specific welding procedures (1023-G), job descriptions for Welder II positions, and safety compliance requirements.

Contractors must carry appropriate insurance coverage and comply with Process Safety Management (PSM) contractor audit requirements. All work must meet occupational safety and health specifications, and contractors must pass safety evaluations prior to award.
