Surveillance Products and Systems for Site Security Request for Qualifications

Las Virgenes Municipal Water District (LVMWD) is seeking Statements of Qualifications (SOQs) from experienced, qualified firms capable of providing and installing surveillance products and systems designed to prevent or monitor unauthorized access at one or more of its properties, including the Las Virgenes Reservoir in Westlake, California. The District serves approximately 70,000 residents across Calabasas, Agoura Hills, Westlake Village, Hidden Hills, and unincorporated areas of Los Angeles County, with approximately 22,000 residential and commercial metered water service and sewer connections.

The Las Virgenes Reservoir site encompasses approximately 575 acres and includes perimeter fencing (primarily 6-8 foot tall chain-link) in locations vulnerable to unauthorized access. The Reservoir serves as an emergency drinking water supply for the District, and public access and recreational use is strictly prohibited. The District seeks to implement a robust surveillance system utilizing advanced technology to bolster security at the reservoir site.

Desired technology should help prevent or allow for rapid response to intrusion by unauthorized personnel and may include video cameras, motion detectors, alarm systems, communication components, and monitoring software that can be integrated with other security and operations processes. Specialized systems such as motion detection via sensors, closed circuit television (CCTV), and/or radar are sought. Firms providing ancillary security systems or specialized systems that can be integrated with other systems are encouraged to submit a SOQ.

Statements of Qualifications submitted by the deadline will be evaluated, and qualified firms may be requested to submit a fee proposal at a later date. Key deadlines include: Q&A Deadline: August 29, 2025; Proposal Deadline: September 5, 2025.
