Tapia Effluent Pump Station and Recycled Water Pump Station West Upgrade and Rehabilitation

The Las Virgenes Municipal Water District (LVMWD) is soliciting proposals for the upgrade and rehabilitation of two critical facilities within its recycled water system: the Tapia Effluent Pump Station and the Recycled Water Pump Station (RWPS) West. The project aims to restore and enhance the reliability, efficiency, and operational flexibility of these facilities to support current and future demands associated with the Advanced Water Purification Facility (AWPF).

The scope of work includes modeling verification, design, and implementation of comprehensive upgrades. Consultants must develop a detailed Basis of Design Report (BODR) incorporating all findings into final construction plans and specifications. The primary rehabilitation component involves the installation of new pumps equipped with Variable Frequency Drives (VFDs) to optimize motor control and energy efficiency. Additional work includes electrical, mechanical, and structural infrastructure upgrades necessary to support the new pumps and VFD systems. Consultants must also assess and determine the maximum pumping capacity required to meet both current and projected future operational demands.

Key dates for this procurement include: Pre-Proposal conference on June 10, 2025 at 5:00 PM; Questions and Answers deadline on June 18, 2025; and Proposal submission deadline on July 2, 2025 at 3:00 PM. All proposals must be submitted through the OpenGov Procurement Portal at https://procurement.opengov.com/portal/lvmwd. Interested parties should review provided record drawings for both RWPS West and East, the Tapia WRF Filtration Disinfection Addition documentation, and the RW System record drawings before preparing proposals.

Proposals will be evaluated based on technical qualifications, experience with similar projects, proposed methodology, schedule, and cost. The District has included a Professional Services Agreement template for reference, and DBE requirements are outlined in the attached documentation. Respondents must demonstrate expertise in water treatment facility design, pumping system optimization, electrical systems integration, and project management.
