Clean Power Alliance (CPA) is seeking proposals from qualified and experienced contractors to support CPA's 2023 solicitation for long-term clean energy, storage contracts and potentially gas fired tolls. The scope includes solicitation design, Requests for Offer (RFO) administration, and offer evaluation and selection. The contractor will support CPA in procuring additional new-build resources to comply with the CPUC's Decision Requiring Procurement to Address Mid-Term Reliability (MTR) (2023-2026) and to procure other additional long-term utility scale clean energy contracts that qualify as Renewable Portfolio Standard (RPS) eligible. The work is divided into four main tasks: 1) Support solicitation design and offer selection criteria; 2) Administration of requests for offers of renewable energy projects; 3) Proposal evaluation and portfolio assessment; and 4) Ongoing valuation support for offer variations. The contractor will need to provide a submission platform that accommodates high volume bidders with multiple differentiated offers, manage the Q&A process, conduct QA/QC of offers, build valuation models, analyze project developers and characteristics, and perform advanced analytics on conforming offers.
