Support the Clean Power Alliance of Southern California ("CPA") 2020 solicitation for long-term clean energy contracts. The consultant will provide services for solicitation design, Requests For Offer ("RFO") administration, and offer evaluation and selection. The scope includes supporting CPA's third solicitation for long-term utility-scale clean energy contracts launching in October 2020. CPA is seeking to contract with projects that qualify as Renewable Portfolio Standard ("RPS") eligible and/or include energy storage technologies. The consultant will need to provide a submission platform that accommodates a high volume of bidders with multiple, differentiated offers. The main tasks include: 1) Supporting solicitation design and offer selection criteria, 2) Administration of requests for offer of renewable energy projects, 3) Proposal evaluation and portfolio assessment, and 4) Ongoing valuation support for offer variations. Evaluation criteria will incorporate factors such as Energy, Ancillary Services, and Resource Adequacy value, Development risk, Environmental stewardship, Workforce Development, Benefits to Disadvantaged Communities, and Project Location.
