Task Order for Transmission Consultancy Services

Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified contractors to provide comprehensive transmission consultancy services. The selected consultant will assess the benefits, challenges, risks, and risk mitigants associated with creating and operating a joint powers authority (Transmission JPA) that would own, finance, and operate CAISO-interconnected transmission projects. This engagement is exploratory in nature, as CPA does not have a specific transmission project under consideration, and the work will be informed by CPA's existing transmission opportunity research.

The scope of work comprises four distinct tasks. Task #1 (Opportunity Assessment) involves preparing workshops, reports, and presentations to provide CPA management with a thorough understanding of entering the transmission business, including market, technical, financial, operational, and legal/regulatory feasibility. Task #2 (Feasibility Study) requires a written report summarizing the assessment for CPA's Board and stakeholders, including an opinion on the viability of the Transmission JPA. Task #3 (Review and Evaluation of Best Practices) asks the consultant to document criteria for evaluating transmission development opportunities, including FERC Order 1000 projects, merchant transmission, and IOU partnerships. Task #4 (General Consulting Services) covers ongoing support for periodic inquiries and Board presentations. The anticipated budget for this work is $150,000, with pricing proposed on an hourly basis with not-to-exceed amounts per task.

Key dates in the solicitation schedule include: Release of Task Order on August 11, 2026; deadline for written questions on August 17, 2026 at 4:00 PM Pacific; responses to questions posted on August 21, 2026; and proposals due on September 3, 2026 at 4:00 PM Pacific. Evaluation will occur September 4-11, 2026, with potential interviews September 14-18, 2026. The notice of intent to award is expected September 21, 2026, with contract execution and work commencement on October 12, 2026. The performance period extends through October 11, 2027.

Proposals must be submitted via email to contracting@cleanpoweralliance.org with the subject line "PROPOSAL FOR TRANSMISSION CONSULTANCY SERVICES." Required components include an overall approach, detailed project schedule, workplan, list of subconsultants, examples of similar projects, advisory work related to CAISO or California transmission, cost breakdown with personnel rates, a completed Vendor Campaign Contribution Disclosure Form, and a signed Public Records Act Letter Agreement. Evaluation will weight proposer's ability to provide the services at 65% and pricing at 35%. CPA reserves the right to select multiple proposers for different tasks, conduct interviews, request best and final offers, or cancel the solicitation.
