Temporary field personnel services

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for temporary field personnel services to support meter reading and field service operations across Prince George's and Montgomery counties in Maryland. The contractor shall provide temporary personnel capable of performing meter readings and field service work at various WSSC locations.

Scope of Work: The contractor must supply trained field service technicians and meter reading personnel to work at assigned locations in Prince George's and Montgomery counties. Personnel will perform meter readings and complete field service tasks as assigned. Work is defined as tasks assigned for completion within an 8-hour workday. Daily work schedules will be assigned considering average time, commute distances, and job complexity. The contractor is responsible for providing and maintaining training for all proposed field personnel after initial WSSC staff training. No field personnel will be assigned work until training is completed and the personnel demonstrates competency in task completion per WSSC standards.

Key Dates and Deadlines: Q&A deadline is October 7, 2025 at 6:00 PM. The proposal submission deadline is October 16, 2025 at 2:00 PM via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Late responses will not be accepted. Responses must be submitted in sealed format prior to the deadline.

Submission Requirements: All responses must be submitted via WSSC's eProcurement Portal. The solicitation includes detailed instructions for bidders, general conditions, special conditions, insurance requirements, bond requirements, and evaluation criteria. Contractors must provide pricing proposals, vendor questionnaires, and comply with Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) program requirements. Insurance requirements and bond requirements are specified in the attachments.
